What the European ranking says

Southern Europe leadsSpain, Italy, Türkiye, Greece and Portugal are all in the European top 10: together they welcomed almost 270 million international arrivals in 2024. Croatia (17.4 million guests) and Albania (11.5 million) follow.
The North and the EastThe United Kingdom (38.2 million) is far ahead in Northern Europe, then Sweden (8.4 million guests) and Norway (6.7 million). In Eastern Europe, Poland (19.7 million) leads Romania (13.4 million), Bulgaria (13.2 million) and Hungary (13.2 million).
Popular, safe and richVisitor numbers say where people go, not how safe or prosperous a country is. Compare with the safest countries in Europe and the richest countries in Europe.
How we measure

Methodology

The same data as the world ranking: built by HelloSafe's travel insurance team from official statistics only, so every figure can be checked at its source.

SourcesUN Tourism, Tourism Statistics Database (bulk download of May 2026); for countries without a 2023 or 2024 figure there, the country's own statistics office, tourism ministry or central bank (Eurostat for some EU countries). 24 European countries count overnight tourists, 4 all visitors at the border and 13 guests in accommodation; each country's card says which. Regions of Europe: UN geoscheme, with Cyprus and Türkiye in Southern Europe.
How the ranking is calculatedOne figure per country, taken in this order: UN Tourism count of overnight tourists (2024, else 2023); otherwise the country's own count of overnight tourists; otherwise a count of all visitors at the border (UN Tourism, then national); otherwise guests in accommodation. Countries are ranked from the highest figure to the lowest; equal figures keep their exact value to split them.

Formula Rank = international arrivals in the latest official year · Arrivals per 1,000 residents = arrivals ÷ population × 1,000

What this study does not show
  • Arrivals are trips, not people: a traveller who visits twice in a year counts twice.
  • Accommodation counts (Austria, the Netherlands, Croatia, the Nordic countries…) count a traveller at each stay and leave out stays with friends and family. Compare countries with different definitions with care.
  • Türkiye counts foreign visitors only, without Turkish citizens living abroad. France publishes its figure rounded to 100 million.
  • Micro-states under 100,000 inhabitants and Kosovo are not ranked.
