Budget Direct travel insurance in 30 seconds

Expert rating 3.9 out of 5. Budget Direct is a trading name of Auto & General Services Pty Ltd, and the travel policy sold under that name is issued by Zurich Australian Insurance Limited and administered by Travel Insurance Partners. You can buy it if you live in Australia with a Medicare card, or on a visa that lets you live, work or study here. Three international plans share the same headline: overseas emergency medical and hospital expenses are unlimited on Comprehensive, Essential and Basic alike, capped only by a 12-month clock from the onset of the illness or injury. Personal liability runs to $5,000,000 on Comprehensive, the cooling-off period is a generous 21 days, and there is no maximum age. The catch is the shape of the policy around that medical benefit: nine separate covers are paid extras, including cruising, snow sports, adventure activities, riding a scooter and COVID-19 cancellation, and the wording carries no search and rescue benefit at all. Best for an Australian traveller who wants a large medical ceiling from a low-cost online brand and will tick the add-ons deliberately. Least suited to anyone whose trip is built around a scooter, a cruise or a ski week, or who wants cancellation cover without paying for a limit.

Our verdict

Is Budget Direct travel insurance a bargain, or a short policy with a long options list?

Budget Direct travel insurance earns 3.9 out of 5 from us: an unlimited overseas medical benefit on all three international plans and no maximum age, set against nine covers that only exist if you pay for them separately.

The strength is easy to verify and genuinely valuable. Section 1 of the policy pays overseas medical and hospital expenses, emergency repatriation included, with no dollar ceiling on Comprehensive, Essential and Basic. The only limit is time: cover "will not exceed 12 months from onset of the illness, condition or injury". For a household budget that is the expensive risk handled, because an overseas hospital admission is the claim that ruins people. Personal liability of $5,000,000 on Comprehensive, a 21-day cooling-off period and an excess you choose yourself rather than inherit all point the same way.

The weakness is everything that sits outside the premium you first see. Riding a moped is excluded by general exclusion 25 "for any purpose" unless you buy the add-on. A cruise of two nights or more is excluded by exclusion 27 unless you buy Cruise cover. Skiing, snowboarding and snowmobiling go the same way under exclusion 26, and the whole Adventure list under exclusion 24. COVID-19 is excluded by exclusion 30 unless Section 18 is added, which makes Budget Direct one of the few Australian brands where pandemic cancellation is a paid option rather than a default. And the benefits table contains no search and rescue benefit at all, which matters more than it sounds on a trekking or diving holiday.

Who it suits: an Australian resident on an ordinary overseas holiday who wants the medical ceiling off the worry list, is comfortable reading an options list, and will set the cancellation limit to the real value of the trip. Who should look elsewhere: anyone hiring a scooter in Bali without checking the licence conditions, anyone on a multi-night cruise who has not ticked the box, and anyone who assumed COVID-19 cancellation was already in the price.

  • Unlimited overseas medical and hospital expenses on every international plan: Comprehensive, Essential and Basic all carry an unlimited benefit for overseas medical, hospital and emergency repatriation costs.
  • No maximum age, and no age loading printed in the wording: Where most Australian brands stop at 69 or 75 for their better plans, Budget Direct sets no upper limit on who may apply.
  • $5,000,000 of personal liability on Comprehensive: $2,500,000 on Essential and $1,000,000 even on Basic, which is unusually generous for a budget online brand.
  • A 21-day cooling-off period with the whole premium back: Provided you have not claimed and the journey has not started, the refund is the full amount, not a pro-rata share.
  • You choose the excess, and it applies once per event: The excess is picked at quote time, printed on your certificate of insurance, and a claim arising from one event carries it only once.
  • Nine covers are paid extras, not inclusions: Cruise, Snow Sports, Adventure, Motorcycle/Moped riding, COVID-19 cancellation, a higher cancellation limit, higher item limits and Annual Multi-Trip all cost more.
  • No search and rescue benefit anywhere in the wording: The international benefits table has no line for it, so the cost of being found is yours on every plan.
  • Basic has no cancellation cover at all: Amendment or cancellation costs are listed as $Nil on Basic, along with travel delay, missed connections and the rental vehicle excess.
  • Per-item luggage limits cap a real claim long before the plan limit does: A camera stops at $4,000 and a phone at $1,500 on Comprehensive, before depreciation and the excess come off.
  • Transparency scores 2.6 out of 5 with its own customers: Across 497 reviews on ProductReview.com.au the brand averages 3.2, with transparency its weakest sub-score.
Our methodology

Every year, our experts audit each plan against its binding policy wording: coverage, limits and exclusions, cross-checked with real customer feedback and live market prices. The analysis is fully independent, with zero paid placements and no insurer able to pay to influence a rating. We compare travel insurance across every country and currency, using the plans, prices and cover actually offered in your country, not a single guide translated.

Four plans

What changes between Comprehensive, Essential and Basic, and where does Basic stop?

The medical benefit does not change: it is unlimited on all three international plans. What changes is everything else, and Basic is where the list runs out, with no cancellation cover, no travel delay, no missed connections and no rental vehicle excess.

Plan
Who it is written for
What it adds
The condition that catches people
Comprehensive
Single trip or Annual Multi-Trip
An ordinary overseas holiday with the full benefits list
Cancellation, delay, missed connections, special events, hijacking, resumption of journey
The cancellation limit is per policy, not per person, and you pay for the amount you choose
Essential
Single trip or Annual Multi-Trip
A traveller who wants the medical benefit and a smaller cancellation limit
Cancellation and travel delay at half the Comprehensive limits
Resumption of journey, missed connections, special events and hijacking are all $Nil
Basic
Single trip only
A traveller who only wants the hospital bill covered
Nothing beyond medical, dental, additional expenses, luggage and liability
No cancellation cover at all, no travel delay, no rental vehicle excess and no money benefit
Domestic
Single trip or Annual Multi-Trip
Travel inside Australia, where Medicare already pays the hospital
Cancellation to $5,000, luggage to $5,000, a $2,500 self-drive vehicle excess benefit
There is no overseas medical section at all, because there is no overseas trip
Source: Budget Direct Travel Insurance Combined Financial Services Guide and Product Disclosure Statement, effective 25 March 2026, benefits tables on pages 4 and 5, read in full on 21 October 2026. Eligibility applies to every plan: you must be a resident of Australia with a valid Australian Medicare card, or living in Australia on a visa allowing you to live, work or study here, and returning home at the end of the period of insurance.

Annual Multi-Trip is an option bolted onto Comprehensive, Essential or the Domestic plan rather than a plan of its own. You choose a maximum journey length when you buy, and any trip longer than that sits outside the cover. The destination must also be more than 250 kilometres from home, or include at least one night of paid accommodation. Children and grandchildren travelling with you are included on the certificate only while they are under 21, financially dependent and not in full-time employment.

Cover

What does Budget Direct travel insurance pay, from a hospital bill to a stolen phone?

Overseas medical and hospital expenses are unlimited on all three international plans, cancellation reaches $10,000 per policy on Comprehensive, luggage $10,000, and personal liability $5,000,000. Below the headline, the sub-limits do most of the work.

Source: Budget Direct Travel Insurance Combined Financial Services Guide and Product Disclosure Statement, effective 25 March 2026, benefits table page 4, read on 21 October 2026. Amounts are per person unless the wording states otherwise; amendment or cancellation costs apply per policy. Loss of income, disability and accidental death share a collective maximum of $45,000 on Comprehensive and $25,000 on Essential. "Not a benefit" means the benefits table carries no line for it.
Three conditions that sit on top of every number above

The unlimited medical benefit runs on a clock: cover "will not exceed 12 months from onset of the illness, condition or injury", so a long recovery can outlast the policy. The insurer also reserves the right to fly you back to Australia, or evacuate you to another country, when that costs less than treating you where you are, and if you refuse it pays only what it would have paid had you agreed. And an excess applies to the medical, dental, cancellation, luggage, delayed luggage, resumption, missed connection and special event sections, on every one of those claims.

The luggage limit is the number people misread most often. On Comprehensive the plan pays up to $10,000, but a single camera or video camera stops at $4,000, a laptop or tablet at $3,000, a phone or smart watch at $1,500, and jewellery, a watch or any other item at $1,000. On Basic those per-item figures drop to $1,000, $1,000, $750 and $750. Depreciation comes off before the excess, proof of ownership means a receipt, invoice or bank statement rather than a photograph or the packaging, and theft has to be reported to police within seven days.

Paid extras

Which nine covers are extras you pay for, including COVID-19 cancellation?

Nine separate covers are optional at Budget Direct: Annual Multi-Trip, Cruise, Snow Sports and Snow Sports+, Adventure and Adventure+, COVID-19 amendment or cancellation costs, a higher cancellation limit, higher luggage item limits, and Motorcycle/Moped Riding and Riding+.

Optional cover
What it buys
The condition attached
Cruise
Multi-night cruises
Removes general exclusion 27, which otherwise voids any claim arising on a cruise of two nights or more
Must be on the certificate of insurance before the cruise travel begins
Snow Sports and Snow Sports+
Winter holidays
Removes general exclusion 26 for snow skiing, snowboarding and snowmobiling
Without it, a broken wrist on a ski slope is not a medical claim at all
Adventure and Adventure+
Activity holidays
Removes general exclusion 24, which lists the activities the base policy will not cover
The listed activities are the ones excluded, so read the list before the trip, not after
Motorcycle/Moped Riding
Scooters up to 250cc
Removes general exclusion 25, which excludes riding "for any purpose"
Engine 250cc or less, a valid Australian licence, a helmet worn, and a passenger must buy it too
Motorcycle/Moped Riding+
Any engine capacity
The same cover with no capacity limit
The bike must be hired, and you must have held an Australian motorcycle rider licence for the last five years
COVID-19 amendment or cancellation
Pandemic disruption
Up to $10,000 on Comprehensive, $5,000 on Essential and on Domestic
No cover at all on Basic, and a mandatory quarantine order is excluded whatever you buy
Increase cancellation cover
Expensive trips
Raises the per-policy cancellation limit to the figure you select
The amount you choose is the total, not an addition to the included limit
Increase luggage item limit
Cameras, laptops, jewellery
Raises a single item above the standard per-item cap
You need a receipt or a valuation less than two years old for each item specified
Annual Multi-Trip
Frequent travellers
Unlimited journeys for 12 months on Comprehensive, Essential or Domestic
Each journey is capped at the maximum duration you chose when you bought the policy

The Bali scooter trap, in the policy wording

General exclusion 25 removes "claims involving participation by You (during the Journey) in motorcycling or moped riding for any purpose". That is not limited to an accident on the bike: it is any claim involving the riding. The basic add-on puts cover back only if the engine is 250cc or less, you hold a valid Australian motorcycle or driver licence, you are wearing a helmet, you are not racing and not riding motocross. A passenger on the back needs the add-on bought for them as well. The Riding+ version lifts the engine limit but requires the machine to be hired and five years of an Australian motorcycle rider licence, which rules out most holiday riders who learned on the island.

Exclusions

What will Budget Direct refuse, from a 250cc scooter to a 0.19% blood alcohol reading?

The general exclusions apply to every section of the policy, and the ones that decide real Australian claims are the activity list, the alcohol threshold, the COVID-19 carve-out and a short list of countries where no claim is payable at all.

  • Alcohol above 0.19% blood alcohol concentration: Exclusion 20 removes any claim involving impairment at that level, which the wording itself describes as almost four times the Australian driving limit of 0.05%.
  • Riding a motorcycle or moped for any purpose: Exclusion 25, unless the matching add-on is printed on your certificate of insurance, for the rider and for a passenger.
  • Multi-night cruises, snow sports and the Adventure activity list: Exclusions 26, 27 and 24 remove them from every plan until the matching pack is bought.
  • COVID-19, and any mandated quarantine or isolation order: Exclusion 30 removes COVID-19 claims unless Section 18 is added, and exclusion 29 removes quarantine costs regardless.
  • Scuba diving below 30 metres without a certificate, and below 50 metres at all: Exclusion 22 allows diving to 30 metres only with an Open Water Diving Certificate, a diving school or a qualified instructor, and never beyond 50 metres.
  • Cuba, Iran, Syria, North Korea, Crimea and the Donetsk and Luhansk regions of Ukraine: Exclusion 33 removes any claim arising from planned or actual travel in, to or through those places.
  • Travel against Smartraveller "Do not travel" advice: Exclusion 32 removes claims that follow from ignoring the advice, where the subject of the warning is related to the claim.

Two more rules sit outside that list and decide outcomes quietly. Racing is excluded except for swimming races of 10 kilometres or less and running races of marathon distance or less, so a charity triathlon is not covered. And claims involving travel in international waters on a private or privately registered sailing vessel are excluded by exclusion 21, which catches the yacht delivery trip nobody declares.

Your health

Which existing conditions are included automatically, and which need a health assessment?

Budget Direct sorts existing medical conditions into three groups: conditions it cannot cover at all, conditions it includes automatically from a published table, and conditions it will assess and may cover for an extra premium.

The automatic list is the useful part, because it is printed rather than hidden. A condition on that table is included provided every one of your existing conditions is on it, you have not been hospitalised or treated by a medical practitioner for any listed condition in the last 12 months, and you are not under investigation or waiting for surgery, treatment or a procedure. Each entry carries its own test. Allergy requires no treatment by a medical practitioner in the last six months and no known respiratory condition such as asthma. Anxiety requires no depression diagnosis in the last three years, unchanged prescribed medication for 12 months, no pending appointment with a mental health clinician, and no previous cancelled or curtailed trip because of it.

Four categories cannot be covered whatever you declare: anything involving drug or alcohol dependency, travel booked or undertaken against a medical practitioner's advice, routine or cosmetic treatment during the journey even when the underlying condition was approved, and any condition you are travelling to have investigated or treated. A symptom you had noticed but not yet taken to a doctor, or a diagnosis still under investigation, also sits outside cover, and you may not apply for it. Pregnancy runs on its own clock: cover is provided only for serious, unexpected complications occurring up to the 24th week, which the wording spells out as 23 weeks and 6 days.

Price

Why is there no Budget Direct price until you run a quote, and what should an Australian trip cost?

For a 14-day trip to Bali leaving Australia, a traveller aged 34, the plans we compare were quoting between $71.32 and $135.14 on 21 October 2026, and CHOICE puts the Australian market at around $115 for one person on a Bali holiday of 6 to 12 days. Budget Direct publishes no premium at all before you quote.

What the brand does publish about price is worth knowing. Policies bought online carry 15% off the first-year premium, applied to the insurance portion only. On international plans you choose the excess yourself, and Finder records the choice as $100, $200 or $300, which moves the premium directly: a higher excess buys a lower price and a smaller payout. The excess then comes off the claim, so a $5,000 cancellation claim with a $200 excess pays $4,800. Raising the cancellation limit, adding COVID-19 cancellation or adding any of the activity packs raises the premium again, and none of those increments is published either.

Coverage amounts marked "about" are contractual euro limits converted at the live exchange rate, the same conversion a visitor browsing in Australian dollars sees. Budget Direct figures come from its PDS effective 25 March 2026. Budget Direct publishes no premium, so the first row is not a price comparison and this table claims no saving: it compares what each policy pays for the same trip.

Read that table as two different answers to the same trip rather than a winner. Budget Direct carries cancellation and an unlimited medical benefit with no age ceiling, which is exactly what a family booking an expensive Christmas holiday wants. The plans we compare carry search and rescue, repatriation at actual cost and a hospital bill settled directly, at a price you can see before you commit. Which one is right depends on whether your risk is the money you have already paid, or the bill you have not yet received.

Claims

What does Budget Direct need from you within 7 days, 60 days and 12 months?

Three deadlines govern a Budget Direct claim: seven days to report a loss or theft to the police or the transport provider, 60 days from your return date to lodge the claim itself, and 12 months from the onset of an illness or injury before the medical benefit stops.

  1. Call the emergency line before you spend anything on a medical claim. The policy conditions make evacuation and repatriation payable only when the claim is approved and the arrangement was made by the insurer's emergency assistance network.
  2. Report any loss or theft of luggage, personal effects, travel documents or money to the police, the transport provider or the accommodation provider within seven days of becoming aware of it, and keep the report. An airline loss also needs a Property Irregularity Report.
  3. Gather proof of ownership for every item claimed: the original receipt, the original invoice or a bank statement showing the purchase, the date and the amount. Photographs, packaging and instruction manuals are refused.
  4. Lodge the completed claim form as soon as possible and within 60 days of the return date shown on your certificate of insurance.
  5. Supply the supporting documents at your own expense when asked, which may include a police report, a repair quote, a valuation or a medical certificate, and claim first from any statutory fund, health fund or transport provider that also owes you money.
What a stolen laptop is really worth on this policy

Take a two-year-old laptop stolen from a hostel in Ubud, on a Comprehensive plan with a $200 excess. The per-item limit for a laptop is $3,000, so a $3,500 machine is already capped at $3,000. Depreciation is then applied to the amount payable, and the excess is deducted from what is left. The claim also needs a police report filed within seven days and a receipt, invoice or bank statement proving you owned it. The plan limit of $10,000 never enters the arithmetic. That is not unusual wording, but it is the gap between the number on the website and the number in the bank.

Reviews

Why do Budget Direct buyers rate value 3.0 and transparency 2.6?

Budget Direct Travel Insurance averages 3.2 out of 5 from 497 reviews on ProductReview.com.au, read on 21 October 2026, split 63% positive and 37% negative, with sub-scores of 3.0 for value for money, 2.8 for customer service and 2.6 for transparency.

The positive reviews are consistent and unglamorous. Buyers describe the purchase as quick and the price as fair, several report claims approved and paid the same day, and the emergency team draws genuine praise from people who needed it during a medical crisis overseas. The brand also carries Canstar Insurer of the Year 2026 and Money Magazine Insurer of the Year badges on its own site.

The negative reviews cluster on what happens after a claim is lodged rather than on the sale. The recurring complaints are long waits and repeated requests for the same information, declined claims on travel disruption and on conditions the traveller believed were declared, and payouts cut heavily by depreciation on luggage. Transparency scoring lowest of the three sub-scores is consistent with a policy whose headline is unlimited and whose detail is nine paid options and a page of per-item caps. Treat all of this as sentiment rather than as a coverage fact: what a policy pays is settled by the wording, not by a review count.

Who insures it

Which company actually pays a claim, and who do you call?

The insurer is Zurich Australian Insurance Limited, ABN 13 000 296 640, AFSL 232507. Budget Direct itself is a trading name of Auto & General Services Pty Ltd, and the Product Disclosure Statement states plainly that "Budget Direct travel insurance is not issued or guaranteed by AGS".

Three companies stand behind the brand on the certificate, and knowing which is which saves a phone call. Zurich Australian Insurance Limited carries the risk and owes the money. Travel Insurance Partners Pty Limited, ABN 73 144 049 230, AFSL 360138, acts on behalf of the insurer to enter into, vary and cancel the policy, and may be appointed to manage claims and complaints. Auto & General Services promotes and distributes the product under the Budget Direct name but, in the wording of its own Product Disclosure Statement, "is not involved in or responsible for applications and claims under the product". If a claim stalls, the escalation runs to the insurer and then to the Australian Financial Complaints Authority, not to the brand whose logo you bought.

Refunds

What happens to your premium if you cancel inside 21 days, or after you fly?

Cancel within 21 days of the date of purchase and the whole premium comes back, provided you have not made a claim and have not departed. That cooling-off window is longer than the 14 days most Australian travel policies offer.

After the 21 days the policy can still be cancelled, and the refund becomes a proportion of the premium for the unused part of the period of insurance rather than the full amount. The same two conditions still bite: a claim made under the policy, or a journey already started, ends the right to a refund. One related point catches people extending a trip. A longer stay is not an extension of the existing certificate, it is a new policy bought before the old one expires, which means any medical condition that appeared in the meantime is treated as an existing condition under the new wording and may not be covered.

Alternatives

Which travel insurance plan fits an Australian trip if Budget Direct does not?

The honest test is not which brand is cheaper, it is which gap you are being asked to carry yourself. If your trip is built around a scooter, a cruise or a ski week, the question is whether you will remember to tick the box. If it is built around a long flight and an expensive hotel booking, cancellation cover matters more than the medical ceiling.

It is worth reading this page next to the other Australian brands we have been through in the same way: the Cover-More travel insurance review covers the brand behind many agency counters, the 1Cover travel insurance review looks at another low-cost online insurer with a similar options list, and the Freely Overseas Explorer review and Was Discovery review cover two app-first plans sold to Australians. FAQ

What should you check before you buy a Budget Direct travel insurance policy?

  • We rate it 3.9 out of 5. The medical side is genuinely strong: overseas medical and hospital expenses are unlimited on Comprehensive, Essential and Basic alike, there is no maximum age, personal liability reaches $5,000,000 on Comprehensive, and the cooling-off period is 21 days rather than the usual 14. The reservation is the shape around it. Nine covers are paid extras, Basic carries no cancellation cover at all, and the wording has no search and rescue benefit. Its own customers rate it 3.2 out of 5 across 497 reviews on ProductReview.com.au, with transparency the weakest sub-score at 2.6.

  • Zurich Australian Insurance Limited, ABN 13 000 296 640, AFSL 232507. Travel Insurance Partners Pty Limited, ABN 73 144 049 230, AFSL 360138, acts on behalf of the insurer to enter into, vary and cancel the policy and may manage claims. Budget Direct itself is a trading name of Auto & General Services Pty Ltd, ABN 61 003 617 909, which promotes and distributes the product. The Product Disclosure Statement states that the policy “is not issued or guaranteed by AGS” and that AGS "is not involved in or responsible for applications and claims under the product".

  • You choose it on international plans, and Finder records the choice as $100, $200 or $300. The amount you pick is printed on your certificate of insurance and only applies when you claim. An excess applies to the medical, dental, cancellation, luggage, delayed luggage, resumption of journey, missed connection and special event sections, and a claim arising from one event carries the excess only once. It comes off the payout, so a $5,000 cancellation claim with a $200 excess pays $4,800.

  • Not on the base policy. General exclusion 25 removes claims involving motorcycling or moped riding "for any purpose", which covers any claim connected to the riding and not only a crash. The Motorcycle/Moped Riding add-on puts cover back if the engine is 250cc or less, you hold a valid Australian motorcycle or driver licence, you wear a helmet, and you are not racing or riding motocross. A passenger needs the add-on bought for them too. Motorcycle/Moped Riding+ removes the engine limit, but the bike must be hired and you must have held an Australian motorcycle rider licence for the last five years.

  • Only if you buy Cruise cover before you travel. General exclusion 27 removes claims arising from or related to a multi-night cruise, or arising while on one, unless the option is on your certificate of insurance. The same structure applies to snow sports under exclusion 26 and to the Adventure activity list under exclusion 24. A cruise in Australian coastal waters, or from one Australian port to another, is quoted as “Domestic Cruising” rather than as an overseas trip.

  • Medical treatment for COVID-19 overseas sits inside the unlimited medical benefit, but cancellation is different. General exclusion 30 removes claims arising from or caused by COVID-19 unless you have added Section 18, the COVID-19 benefits option. Added, it gives up to $10,000 on Comprehensive and $5,000 on Essential and on the Domestic plan, and nothing at all on Basic. Exclusion 29 separately removes costs from any government or public health mandatory quarantine or isolation order, whether or not you added the option.

  • Some, automatically, and others only after an assessment. Conditions on the published automatic list are included if all of your conditions are on that list, you have not been hospitalised or treated for any of them in the last 12 months, and you are not under investigation or awaiting treatment. Each listed condition carries its own criteria. Anything else needs a health assessment and an extra premium. Four categories can never be covered: drug or alcohol dependency, travel against medical advice, routine or cosmetic treatment during the trip, and travel undertaken to seek treatment. An undiagnosed symptom or a diagnosis still under investigation also cannot be insured.

  • Budget Direct advertises 15% off the first-year premium for policies bought online, applied to the insurance portion only and subject to its own conditions, rather than a code you enter at checkout. A percentage off an unpublished premium is hard to judge on its own, because the brand publishes no price before you quote. The useful comparison is the premium after the discount against what the same trip costs elsewhere with the covers you actually need already inside the price, which is what the comparison on this page is for.
