Which UAE visitors must show health insurance, and which never do?

UAE visit visa insurance is required at the moment you file: every visit or tourist visa application made through ICP, Dubai's GDRFA, a sponsor, an airline or an accredited tourism office carries a health insurance policy valid in the Emirates. Travelers who enter visa-free or on arrival are never asked for one.

Two different documents hide behind that one search, and confusing them is what sends people to the wrong counter. The first is the in-country health coverage the visa file itself charges for: Dubai's immigration authority publishes it at AED 40 for a 30-day visit visa, AED 60 for 60 days and AED 90 for 90 days, a line item beside the visa fee. The second is a travel insurance policy for the trip, the one that pays a private hospital in Dubai, the transfer and the flight home.

That gap is the whole subject. Private care in the Emirates is among the most expensive in the world, and emergency treatment runs into thousands of dollars (HelloSafe destination monitoring, October 2026). We priced our catalogue for a 30-day visit from a US residence on October 25, 2026: five plans came back, from $59.25 to $122.44, each carrying between about $280,000 and about $560,000 of emergency medical coverage, with a hospital stay of more than 24 hours settled straight with the facility.

Updated October 2026. Every official condition quoted here was read on the authorities' own service pages on October 25, 2026. Below: what each route asks for, what the five plans actually pay in the Emirates, the clauses that decide whether a bill gets paid, and what a 60- or 90-day family visit costs.

Our methodology

Every year, our experts audit each plan against its binding policy wording: coverage, limits and exclusions, cross-checked with real customer feedback and live market prices. The analysis is fully independent, with zero paid placements and no insurer able to pay to influence a rating. We compare travel insurance across every country and currency, using the plans, prices and cover actually offered in your country, not a single guide translated.

Visa routes

What does each UAE entry route ask for, document by document?

Four routes, two rulebooks. Three of them ask for health coverage before the visa is issued, and one of those three will only accept a policy issued inside the Emirates. Visa-free and visa-on-arrival passports are asked for nothing.

HelloSafe, October 2026. Sources: the UAE Government portal's tourist visa page, the ICP long-term multiple-entry tourist visa service page, and the GDRFA Dubai pages for the single-entry tourist visa and for the relative or friend visit visa, all read on October 25, 2026.Fees carry 5% VAT and change without notice: read your own channel's service page before you file.

Read your own route's page, not a summary of it. The UAE Government portal puts the condition for the five-year tourist visa as a health insurance policy applicable in the UAE and valid for 180 days, while ICP's own service page for that visa is stricter in writing: the policy must be issued within the Emirates. Dubai's authority is more concrete still, listing medical insurance valid in UAE among the conditions of a single-entry tourist visa, and selling the coverage itself inside the relative or friend visit visa file at AED 40 to AED 90 depending on the length of stay.

The five-year visa's coverage has to come from inside the Emirates

On that one route the insurance line is part of the ICP file and cannot be satisfied by a policy bought anywhere else, whatever it covers. What a travel insurance policy does is the other half of the job: the private hospital bill, the medical transfer and the flight home, for the dates you are actually in the country. Treat the two as separate purchases, because the authorities do.

Which plans cover a 30-day visit to the Emirates, and what do they pay?

Five plans in our catalogue accept a 30-day visit to the Emirates from a US residence, and Go Explore + leads them on the guarantee that matters there: around $560,000 of emergency medical coverage, with the hospital paid directly rather than reimbursed to you later.

Which plan we would put behind a UAE visit

You land in Dubai with no public health coverage and a private hospital that wants to know who pays before it treats. Go Explore + answers that first: about $560,000 of emergency medical coverage, the bill settled directly with the facility for a stay over 24 hours, repatriation at actual cost and around $6,700 of search and rescue. It is not the cheapest of our shortlist, and it is the one we would put behind a long family visit. World Travel is the one to read when the visitor is older: it accepts applicants up to 84, carries about $340,000 of medical coverage, adds roughly $1,100 of baggage and compensates a flight delayed more than four hours. WorldSecure Platinum earns its place on liability, about $5,000,000 of private coverage, with trip cancellation available as an option. Whichever you pick, buy it before departure: taken out once the trip has already started, a policy can carry a five-day waiting period.

Real quotes captured on hellosafe.com on 25 October 2026 for 1 traveler aged 34, a 30-day visit to the United Arab Emirates (20 December 2026 to 19 January 2027), priced from a US residence and shown in US dollars. All five plans settle a hospital stay of more than 24 hours directly with the facility and carry an emergency medical limit between about $280,000 and about $560,000. None of them is the in-country insurance line that ICP or GDRFA charges inside the visa file: your own premium depends on your dates, your age and the number of travelers, so the cards above show today's price for your trip.

How much does cover for a UAE visit cost, visitor by visitor?

From $50.03 for a two-week visit and $59.25 for a full 30 days, on quotes we captured on October 25, 2026 from a US residence. Duration is the first driver, age the second: two of the five plans stop accepting applicants at 39 and at 65, which changes the whole shortlist for a visiting parent.

Same quotes as the table above: captured October 25, 2026, destination United Arab Emirates, departure from a US residence, US dollars.

None of those figures replaces the AED 40 to AED 90 insurance line the Dubai file charges, and neither does that line replace them. What moves the quote is the trip: a 90-day stay costs about three times a 30-day one on the same plan, while a 68-year-old and a 75-year-old pay exactly the same price on the three plans that still accept them. If you want the mechanics of that, our guide to how much travel insurance costs breaks the drivers down one by one.

Cover limits

What do the five plans actually pay for a hospital stay in Dubai?

Emergency medical runs from about $280,000 to about $560,000 across the five, and all five settle a hospital stay of more than 24 hours directly with the facility, which is the line that decides whether a visitor advances money in a Dubai clinic.

HelloSafe offer sheets, October 2026. The plans are pan-European contracts; prices and coverage limits are shown in US dollars, converted at the live exchange rate, which is why the amounts carry a ≈ sign."Option" means the coverage exists but applies only if you add it when you buy.

Read the bottom of that table before the top. Cancellation is where the shortlist splits: only World Travel includes it, at about $1,700, and only WorldSecure Platinum lets you buy it up to the trip price, so a non-refundable flight to Dubai is unprotected on the other three. The visa refusal refund is marked as included on all five sheets, meaning the policy itself can be refunded if the application is turned down; the sheets do not spell out the procedure, so read that condition in the wording before you count on it. And the flight home has its own rules, which we unpack in our guide to repatriation insurance.

Fine print

Which clauses decide whether your hospital bill is actually paid?

Three of them, and none is about the ceiling: the known-illness exclusion, the 24-hour reporting rule and the prior-approval case number. All three are in the policy wordings of the plans above, and all three are what a refused claim in the Emirates usually turns on.

  • An illness you already knew about: Care for a condition known before departure is not reimbursed, and every intervention, repatriation included, is excluded for a known illness that led to a hospital admission in the six months before the trip.
  • Buying after you have landed: A five-day waiting period can apply when the policy is taken out once the trip has already started, which is exactly the window a rushed visa file creates.
  • Telling the insurer late: A hospital admission has to be reported within 24 hours of the date on the admission form, and care incurred without the medical department's case number gives no right to reimbursement.
  • Planned treatment in the Emirates: Planned hospital admissions, check-ups, dental prostheses and cosmetic procedures sit outside these contracts, so a visit arranged around treatment needs a medical visa and its own coverage, not a tourist policy.
  • Care inside your own country of residence: Medical expenses are covered outside the country you live in only, so a resident of the Emirates cannot use one of these policies at home.
  • Pregnancy past the 36th week: Pregnancy is covered only for an unforeseeable complication, and in every case not beyond the 36th week.

Against those six traps, the checks worth making take about two minutes on the quote screen.

  • An emergency medical limit above $500,000: The floor our destination monitoring recommends for the Emirates, where private care ranks among the most expensive in the world.
  • Direct settlement with the hospital: All five plans pay a stay over 24 hours straight to the facility, which is what spares a visitor an advance of several thousand dollars at admission.
  • Repatriation at actual cost: Named on all five sheets, with the assistance doctors, not the family, choosing the aircraft and the receiving hospital.
  • An age limit above the visitor's age: WorldSecure Basic stops at 39 and WorldSecure Platinum at 65, Go Explore and Go Explore + run to 80, and World Travel to 84.
  • A policy paid before departure: It closes the waiting period and puts the certificate in your hands before the trip, not during it.
Direct billing is an advance, and it comes with a repayment clause

The hospital is paid for you, but the money is advanced, not written off: the stay must exceed 24 hours, the assistance doctors must agree the care, and the sums advanced are repaid within three months, with your own health scheme’s statements passed on within 15 days of receiving the information. Miss those steps inside the deadline and the medical expenses coverage lapses, with the whole advance becoming payable.

Hospital bills

What does a medical emergency in the Emirates cost a visitor?

Thousands of dollars, payable on the spot: our destination monitoring rates private healthcare in the United Arab Emirates among the most expensive in the world and puts emergency treatment in the thousands (HelloSafe destination data, updated October 21, 2026). A visitor has no entitlement to the public system, so the bill is the visitor's.

Two practical risks sit beside the medical one. Temperatures pass 104°F (40°C) from May to September, which disrupts outdoor plans and, on a non-refundable booking, is the kind of change only a cancellation guarantee absorbs. Dubai and Abu Dhabi airports also run frequent delays in peak months, which is where World Travel's delay compensation from four hours earns its keep. If you are still comparing the product itself rather than the visa rule, start from our travel insurance comparison.

Bank cards

Can a credit card's travel cover stand in for the policy on a visa file?

No, on both counts. A card benefit is not a policy document a visa channel accepts, and on medical coverage abroad it stops long before a Dubai hospital does.

See all 127 analyzed cards →

The figures from our own card analyses make the gap concrete. The Chase Sapphire Preferred, at $95 a year, pays nothing at all toward medical treatment abroad. The Chase Sapphire Reserve, at $795 a year, caps emergency medical at $2,500 with a $50 deductible, as do the Capital One Venture X Business at $395 a year and the HSBC Elite World Elite Mastercard at $495 a year. Set that $2,500 against the $500,000 our destination data recommends for the Emirates, or against a single night in a private Dubai hospital, and the card is a cushion, not coverage. Our breakdown of what US credit cards really pay abroad goes card by card.

Family visits

How do you cover a parent visiting for 60 or 90 days?

With one of the three plans that still accept an applicant over 65: World Travel up to 84, Go Explore and Go Explore + up to 80. On our quotes of October 25, 2026, a 30-day visit costs $117.18 at 68 and the same $117.18 at 75 on World Travel, because its pricing stops moving with age at that point.

The visa side scales the same way. Dubai issues a relative or friend visit visa for 30, 60 or 90 days at AED 200, AED 300 or AED 400, with the health insurance line at AED 40, AED 60 or AED 90 and a AED 1,000 security deposit, against proof of the relationship and of the sponsor's situation. The coverage for the trip itself runs to $177.74 for 90 days at 34, and the plan that accepts the oldest applicants is also the one with 20 travelers allowed on a single policy, which is what a multi-generation visit needs. Ages and age caps are the whole game here, and our guide to senior travel insurance lists which plans still quote at 70, 80 and 84.

One clause deserves a conversation before the parent flies: the known-illness exclusion. A condition under treatment, or one that led to a hospital admission in the six months before the trip, is outside all five contracts, and so is any repatriation linked to it. That is not a reason to skip coverage for an older visitor, it is a reason to read the exclusion out loud and to buy the coverage before departure rather than during the stay.

Order of play

In what order should you buy cover and file the visa?

Coverage first, file second. The channel building the visit visa asks for its insurance line while the file is being assembled, and a travel policy bought after departure can carry a five-day waiting period, so both purchases belong before the flight.

  1. Check whether the passport needs a visa at all. Nationalities eligible for visa on arrival or visa-free entry are asked for no insurance document at the application stage, and the whole question changes for them.
  2. Ask the channel that files the application which document it wants. GDRFA prices the in-country coverage at AED 40, AED 60 or AED 90 beside the visa fee; ICP's five-year tourist visa requires a policy issued inside the Emirates and valid 180 days.
  3. Compare travel insurance for the trip itself, with the dates on the application. Our five plans quote the 30-day visit from $59.25 to $122.44 from a US residence, with emergency medical coverage between about $280,000 and about $560,000.
  4. Pay before departure and keep the certificate. It is issued as soon as the policy is paid, which closes the waiting period and gives you a document to show at admission in a Dubai hospital.
  5. Keep the assistance number reachable during the stay. A hospital admission has to be reported within 24 hours and the care validated with a case number before the insurer settles anything directly.
FAQ

UAE visit visa insurance: the questions visitors ask us

  • Yes, on every route that goes through an application. The UAE Government portal lists a health insurance policy applicable in the country among the conditions of a tourist visa, Dubai’s authority requires “medical insurance valid in UAE” on a single-entry tourist visa, and it charges the coverage inside the relative or friend visit visa file. Travelers entering visa-free or on arrival are not asked for it.

  • On the five-year multiple-entry tourist visa, yes: ICP’s service page states that the health insurance must be issued within the United Arab Emirates, with a validity period of 180 days. The shorter Dubai visit and tourist visas are written differently, asking for medical insurance valid in the UAE, which the filing channel usually supplies as a line of the file.

  • AED 40 for a 30-day visit visa, AED 60 for 60 days and AED 90 for 90 days, as published by Dubai’s immigration authority for a relative or friend visit visa, beside a visa fee of AED 200 to AED 400 and a AED 1,000 security deposit. That line is basic in-country coverage, not a travel insurance policy.

  • No document is requested from them at the application stage, because there is no application: the UAE Government portal defines the tourist visa as the route for people who are not eligible for visa on arrival or visa-free entry. Coverage is still worth buying, since a visitor has no entitlement to the UAE public health system either way.

  • Our destination monitoring recommends $500,000 of emergency medical coverage for the United Arab Emirates, because private care there is among the most expensive in the world. The five plans we priced on October 25, 2026 carry between about $280,000 and about $560,000, with Go Explore + at the top of that range.

  • Yes, on three of our five plans: World Travel accepts applicants up to 84, Go Explore and Go Explore + up to 80. WorldSecure Platinum stops at 65 and WorldSecure Basic at 39. On our quotes of October 25, 2026, a 30-day visit costs $117.18 at 68 on World Travel, the same price as at 75.

  • Not for a hospital. The Chase Sapphire Preferred pays nothing toward medical treatment abroad, and the cards in our US analyses that do include it, such as the Chase Sapphire Reserve at $795 a year, cap emergency medical at $2,500 with a $50 deductible. A private admission in Dubai can pass that in a day.

  • All five plans we priced settle a hospital stay of more than 24 hours directly with the facility, so the visitor does not advance the money. The care has to be agreed with the assistance doctors first, and the sums advanced are repaid to the insurer within three months under the policy wording.

  • No. Care linked to an illness or injury known before departure is excluded on all five contracts, and any intervention, repatriation included, is excluded for a known condition that led to a hospital admission in the six months before the trip. Conditions still being treated and not stabilized are excluded too.

  • Our five offer sheets all mark a visa refusal refund as included, so the policy can be refunded when the application is turned down. The sheets do not detail the procedure or the proof required, so read that condition in the policy wording, and keep the refusal notice from the authority.

  • Before you leave, and ideally while the visa file is being built. Taken out once the trip has already started, a policy can carry a five-day waiting period on medical expenses, and Go Explore + asks to be bought at least one day before departure. Buying early also means the certificate exists when the file is submitted.
