Why are some cities missing? A city is ranked only when at least five 3-star hotels within 5 km of its centre were offered in three of the four weeks surveyed, and when comparable meal and transport prices exist for its country. Orlando, Nassau, Malé and Monaco are not on the map for that reason. What this study does not show ↓

Why these cities cost the most

North America leadsSix of the ten most expensive cities are American: Chicago, New York, Boston, Washington, D.C., San Francisco and San Diego. Toronto and Vancouver complete the top 10. A 3-star hotel near the centre costs $352 a night in Chicago and $342 in New York, the two highest hotel prices of the study.
Paris and Switzerland in EuropeParis ($2,636) is the most expensive city in Europe, with a 3-star night at $287. Switzerland has the highest daily cost of the study, $148 for meals and local transport, which puts Zurich 6th in the world although its hotels cost less than in Paris. London is 27th at $2,060.
Asia costs lessSeoul ($1,562), Singapore ($1,559) and Hong Kong ($1,332) are the most expensive cities in Asia, between 59th and 94th in the world. Tokyo is 120th at $1,184: a 3-star night near its centre costs $105, less than in most Western European capitals. Dubai is 109th at $1,236.
How we price

Methodology

Built by HelloSafe's travel insurance team from our own survey of hotel prices, independently of our comparison, so the ranking can be reproduced city by city. 347 cities were studied: every capital we could price and the main cities and resorts travellers visit.

Hotel nightFor each city, the 20 3-star hotels closest to the centre on lastminute.com, for one adult, over four weeks in 2027: 11–18 January, 8–15 March, 14–21 June and 13–20 September. Only hotels within 5 km of the centre are kept. The night is the price of the cheapest quarter of those hotels (25th percentile), averaged over the four weeks, so a trade fair or a high season cannot push a city to the top on its own.
Meals and transportTwo meals in an inexpensive restaurant, half a three-course meal for two in a mid-range restaurant and four one-way local transport tickets a day, at Numbeo's mid-2026 prices. These prices are national: every city of a country shares its figure, so the gap between two cities of the same country comes from the hotel.
SourcesHotel prices: our own survey of lastminute.com, run on 27 October 2026. Meals and local transport: Numbeo, mid-2026, by country. US dollars at 1 USD = 0.8746 EUR (13 October 2026).
Not a cost-of-living indexThis study measures what a traveller pays, not what residents pay. Rents, schools and household bills, which put Singapore, Hong Kong and Zurich at the top of cost-of-living rankings, are not part of it. That is why Singapore is 60th here.

Formula Cost of a week = 7 × 3-star hotel night + 7 × (2 inexpensive meals + ½ mid-range meal for two + 4 one-way local transport tickets)

What this study does not show
  • Flights are not included: their price depends on where you leave from.
  • A city is ranked only with at least five 3-star hotels within 5 km of its centre in three of the four weeks surveyed. 45 of the 347 cities studied are left out for that reason, among them Orlando, Nassau and Malé.
  • Monaco, Andorra, the French Caribbean and French Polynesia have no comparable national meal prices and are not ranked.
  • Hotel prices are those offered online on 27 October 2026 for stays in 2027; they move with demand and exchange rates.
  • Meal and transport prices are national figures: they do not separate an expensive capital from a cheaper city of the same country.
