The safest places to visit in Mexico in 2026

The top fiveMérida, Campeche, Los Cabos, San Cristóbal de las Casas and Querétaro are the five cities that score 50 or more. Mérida recorded 33 homicides in 2024 for 1,053,914 residents, 3.13 per 100,000, the lowest rate of the 24 cities scored.
Beach destinationsSeven of the top 15 are beach or lagoon destinations: Los Cabos (3rd, 6.61 homicides per 100,000), Puerto Vallarta (6th, 9.99), La Paz (8th, 10.88), Huatulco (9th, 11.19), Cozumel (10th, 13.96), Mazatlán (12th, 15.77) and Bacalar (14th, 20.03).
How safe residents feelINEGI also asks residents whether they feel safe in their city. 04 · How we score

Methodology

Built by HelloSafe's travel insurance team, independently of our comparison. The method is the one of the world City Safety Index, so a Mexican city's score can be compared with any city in the world ranking.

Score /100= weighted sum50 %City public safety19 %Health security (country)15 %Political stability (country)12 %Environmental risk (country)4 %Cybersecurity (country)
SourcesHomicides: INEGI, Estadísticas de Defunciones Registradas 2024 (presumed homicides registered in 2024, by municipality where the death occurred). Population: INEGI, Encuesta Intercensal 2025. Perceived safety: INEGI, ENSU, June 2026. Country context: the HelloSafe Safety Index 2026.
ProcessingCity public safety = 100 × (1 − ln(1 + homicide rate) ÷ ln(101)): a city with no homicide scores 100, a rate of 100 per 100,000 or more scores 0. Health, stability, environment and cyber are Mexico's scores in the Safety Index, the same for every city, so the ranking inside Mexico follows the homicide rate.

Formula City Safety Index = 0.50 × City public safety + 0.19 × Health + 0.15 × Stability + 0.12 × Environment + 0.04 × Cyber

What this study does not show
  • Only the 15 safest of the 24 cities scored are published; the other scores stay in the dataset.
  • Each city is its municipality (Los Cabos covers Cabo San Lucas and San José del Cabo); Mexico City is the whole city, its 16 boroughs.
  • Homicides are those registered in 2024; population comes from the 2025 survey, the latest official count.
  • In small destinations a handful of cases moves the rate: Huatulco recorded 7 homicides, Bacalar 10, Cozumel 13, Campeche 14.
  • Homicide is the only crime measured; theft, express kidnapping and scams are not.
  • Relative, not absolute: a score compares cities with each other, it does not certify a destination as risk-free.
  • Not a travel advisory: always check your government's official advice for Mexico, which can differ from one state to the next.
